MEPA – Frequently Asked Questions (FAQ)
What is MEPA used for?
The Electronic Marketplace of the Public Administration (MEPA) is a digital platform that allows public authorities to purchase works, goods, and services below EU thresholds.
It enables companies and professionals to become qualified suppliers and participate in public tenders online.
How long does it take to register on MEPA?
Registration usually takes 7 to 15 days, depending on the timing of internal approval processes.
Claims of “instant activation” are not reliable, as applications must go through official review procedures.
Can I register on MEPA by myself?
Yes, it is possible. However, without experience, the process can take weeks or even months, due to technical requirements and procedural complexity.
Who can register on MEPA?
All economic operators can apply, including:
-
Companies
-
Freelancers
-
Non-profit organizations
-
Social cooperatives
Both Italian and foreign entities are eligible.
What do I need to register on MEPA?
You will need:
-
A digital signature (Smart Card or Business Key)
-
Company registration details (Chamber of Commerce certificate)
-
INPS and INAIL registration data
-
Applicable labor contract (if relevant)
Additional information such as turnover and product/service catalog may also be required.
Which categories can I apply for?
MEPA includes three main areas:
-
Goods (e.g. furniture, IT, materials, vehicles)
-
Services (e.g. maintenance, training, logistics, consulting)
-
Works (general and specialized SOA categories)
Choosing the correct category is essential to receive invitations to tenders.
Why is choosing the right category important?
Incorrect category selection may result in:
-
Not being invited to tenders
-
Not being visible to contracting authorities
Some categories overlap, so proper selection is crucial.
Is MEPA mandatory for public tenders?
Yes. Since October 18, 2018, public administrations must use electronic procurement procedures, making MEPA a key tool for participation.
